Monitoring & Evaluation Coordinator, NW: HIVSA

HIVSA is recruiting for a Monitoring & Evaluation Coordinator based in North-West Province.

Main Purpose of the Monitoring & Evaluation Coordinator

The overall purpose of the M&E Coordinator is the implementation and smooth operation of MERL
(Monitoring, Evaluation, Reporting and Learning) framework and activities for the CAFHE program, by
means of data analysis and use of monitoring tools.
It includes data management, reporting, performance analysis, quality improvement, tracking, and
reporting on program results on a continuous basis, using HIVSA preferred data management systems.
This role includes providing coordinative, supervisory, developmental, and administrative support to the
CAFHE M&E Officers and sub partners in order to achieve program outputs and outcomes, and to work
in close collaboration with program teams, partners, M&E Officers and other stakeholders.
The roles’ purpose is also to coordinate and spearhead all processes to improve the quality if the sites
and sub-departments being supported. It’s to provide leadership and technical support to the M&E
Officers.

Minimum Requirements

Education:

  • Minimum of a bachelor’s degree in Statistics, Social Sciences, Development Studies, or a related
    field.

Experience:

  • Minimum of 3 – 5 years’ experience in a M&E Officer role in the health, and preferably HIV/AIDS
    sector.
  • Minimum of 1 -3 years’ experience in a field of coordinating, project managing, providing
    supervision to a smaller team.
  • A huge advantage to have experience working with and handling data at a grassroots level
    and being familiar with some database management and data management systems.
  • Experience in managing and building M&E capacity including training, mentoring, coaching
    and supportive supervision of field-based data management teams.
  • Must have demonstrated experience and skills strengths in working with data and numbers,
    building capacity and relationships with sub-partners and staff.

Competencies / Skills / Attributes / Knowledge:

  • Strong attention to detail, analysis, and research orientation.
  • Excellent communication skills, both written and verbal.
  • Good time management skills, ability to prioritize tasks and work towards deadlines and work
    under pressure.
    Working Environment:
  • The role is based in the North-west province, the incumbent may be required from time, to attend
    meetings at HIVSA’s Head Office located in Aeroton, Johannesburg.
  • Follow a hybrid model of remote and office-based attendance as per company policy.
  • Participate in high level on-site based activities to support program and implementation which
    include donor or other stakeholder site visits.
  • May be required from time to time to travel to and participate in events outside of the normal
    office environment and working hours.

Additional Organizational Requirements:

  • Valid driver’s license required, and an active driver.

Key Performance Areas:

  • Financial Management – Keep accurate records of all requests, approvals, and transactions.
  • Stakeholder Engagement and Management – Manage internal and program specific relationships
    and ensuring integration with other organizational functions.
  • Product and Services – Coordinate the implementation of Routine Data Quality Assurance activities and compile relative reports.
    • Monitor beneficiary verifications, collate verification reports, and ensure that these are
      conducted timeously.
    • Spearhead the development, monitoring, review, and use of MERL SOP’s, reporting guidelines
      and tools / trackers in line with program and donor expectations.
    • Generate detailed analysis in real-time that depicts trends, patterns, and outliers in
      performance against targets.
    • Review the implementation of the PHVP and M&E framework and tools to ensure team
      members are capacitated on them.
    • Data Management & Reporting
    • Monitor performance of all program indicators against set targets in allocated sub-districts
      ensuring timely reporting to management progress per district or sb-district.
    • Coordinate all Site Improvement Monitoring Systems (SIMS) activities in alignment with USAID’s standards and expectations
  • Internal Organisational Processes– Comply with HIVSA Policies and processes.
  • People Culture – Continuously identify and document capacity building and staff training needs.
    • Inform and equip staff on program changes, new tools, and new ways of doing things.
